In the city of Salta, infractions of the municipal misdemeanour code and traffic contraventions are ruled on by the Administrative Misdemeanour Court, with five courts and an appeals chamber; in the rest of the province, each municipal court handles its own and the routes depend on provincial and national checks. Unlike provinces dominated by speed cameras, in Salta a good part of the fines originates from in-person checkpoints inside the city.

Context and authority

The court applies Ordinance 14.136/11 (municipal misdemeanour code) together with National Law 24.449. The city offers online lookups and payment by plate, with payment slip and card, and a discount of half the minimum amount for voluntary payment of minor offences within the period after notification. Defences are filed within five business days; institutional information is on the Salta Municipality portal.

Limitation periods follow the National Traffic Law 24.449: two years for minor offences and five for serious ones. For a company, a seat-belt, helmet or phone fine is not vehicle data but driver data, and it is fixed with training before it is fixed with cash.

What the API returns for this jurisdiction

The API queries the Salta city misdemeanour court by plate and returns each fine with the detail needed to manage drivers:

  • Fine number and exact date, to match the driver assigned that day.
  • Offence description, distinguishing conduct contraventions from speeding or documentation offences.
  • Amount, status and published voluntary-payment conditions.
  • Downloadable payment slip when the court offers one.
  • Lookup coverage and partial-result flag.

Plate lookups with a Salta fine were few relative to the national total, below the minimum we publish as a share, because most people who look up plates do not drive through the province. The composition, on the other hand, is sharp: almost half of the observed fines are for speeding and almost another half for seat belt, helmet or phone, the largest share of conduct contraventions among the provinces analysed.

The median amount band is ARS 50,000 – ARS 100,000, the lowest in the sample, and the median age of fines without a recorded resolution is 220 days.

March, February and January concentrate more fines than the rest of the year: summer season and enforcement operations in the city.

Case study: fleets that look up plates in Salta

The fleet cohort, 50 accounts with twenty or more plates and 2,040 plates in total, had fewer than fifty lookups with a Salta fine, the floor the data methodology sets to publish a share.

The case that describes Salta is companies with motorcycles and vans assigned to delivery riders and technicians: a helmet or phone fine is, above all, a driver-safety incident. Looking up the plate every month and matching the fine date with the personnel file makes it possible to intervene with training and not only with pay deductions, and to spot repeat offenders before they turn into an accident.

How to integrate

The lookup is a POST with the plate; the API accepts the job immediately and the result arrives by status or webhook with each fine and its description, the key field for classifying conduct contraventions.

To use fines as a safety signal, keep the original description and do not reclassify it automatically, as the guide on vehicle lookup quality recommends. The API page details access.

Limits and considerations

  • Coverage is currently limited to the Salta city court; the rest of the province is added as it is integrated.
  • Conduct contraventions are attributed to the vehicle, not the driver; matching against the personnel file is the company’s responsibility.
  • Voluntary-payment discount conditions are set by the court and can change.
  • Our data comes from user lookups and does not describe the Salta vehicle fleet.
  • The API neither pays fines nor handles defences.
