Río Negro combines the port and the pulp mill of Fray Bentos, on the Uruguay river, with the agriculture and cattle farming of Young, at the crossing of Route 3 and Route 25; the Libertador General San Martín bridge joins Fray Bentos with Gualeguaychú, in Argentina, and Route 2 leads to Mercedes and Montevideo. Timber and grain trucks and Argentine cars share the routes. Urban fines are issued by the Intendencia and collected through SUCIVE; those on the routes, by the Policía Caminera.
Context and authorities
Traffic fines are administrative sanctions set out in Law 18.191 and in the departmental codes, expressed in adjustable units and applied by the intendencia of the department where the infraction occurs; the Policía Caminera issues those on national routes. Since the creation of SUCIVE the fine debt is checked and paid in any department together with the vehicle tax, and an unpaid fine blocks the transfer of the vehicle.
The Intendencia’s Transit Directorate issues fines in Fray Bentos, Young and Nuevo Berlín, with load checks at the approaches to the mill and the port; a defence is filed with the Intendencia and payment is made through SUCIVE or at its offices. Fines on Argentine plates entering over the bridge are collected on the spot or remain recorded for the next entry.
What the API returns for this jurisdiction
In Río Negro a plate lookup walks the integrated sources of the Uruguay fines API and returns each fine with the intendencia or authority that applied it, as the source publishes it:
- The authority that applied the fine and its number, unnormalised.
- The date and reason, with the location if the source reports it.
- The amount and status current at the source.
- Which sources answered and which did not, on every lookup.
How to check a plate in Río Negro
To check a plate by hand there are two places: the SUCIVE debt lookup, which shows vehicle tax and fines from any department, and the Río Negro Intendencia portal, where defences and debt-free certificates are handled. With ten units that is enough; with a hundred, the API walks the integrated sources by plate and returns the result split by authority.
What to watch if you run a fleet in Río Negro
A forestry fleet supplying the Fray Bentos mill from the coast and the centre piles up Caminera load fines and those of the intendencias along the way on trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver while the load document exists.
For a Young transport company combining grain and cattle on Route 3, the plate lookup before each vehicle-tax instalment prevents a forgotten fine from blocking the payment.
How to integrate
The integration starts with one POST per vehicle, with the jurisdiction as an optional filter. Since sources answer at their own pace, the API accepts the job and delivers the result by status or webhook; store the idempotency key before sending, as the asynchronous APIs guide describes. The API page details limits and fields.

}Limits and considerations
- Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
- Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
- A source that does not answer is reported as such, never as an absence of fines.
- The API neither pays fines nor handles defences; it delivers information to decide.
