Soriano is grain country: Mercedes, the capital, on the Negro river, and Dolores, in the agricultural heartland, are joined by Route 21 towards Colonia and Nueva Palmira and by Route 2 towards Fray Bentos and the bridge to Argentina; at harvest, soybean and wheat trucks saturate the routes to the ports. Urban fines are issued by the Intendencia and collected through SUCIVE together with the vehicle tax; those on national routes, by the Policía Caminera.

Context and authorities

Traffic fines are administrative sanctions set out in Law 18.191 and in the departmental codes, expressed in adjustable units and applied by the intendencia of the department where the infraction occurs; the Policía Caminera issues those on national routes. Since the creation of SUCIVE the fine debt is checked and paid in any department together with the vehicle tax, and an unpaid fine blocks the transfer of the vehicle.

The Intendencia’s Transit Directorate issues fines in Mercedes, Dolores and Cardona, with load and speed checks on the urban stretches during the harvest; a defence is filed with the Intendencia and payment is made through SUCIVE or at its offices. Fines on Routes 2 and 21 outside the cities are issued by the Policía Caminera and are also collected through SUCIVE.

What the API returns for this jurisdiction

In Soriano a plate lookup walks the integrated sources of the Uruguay fines API and returns each fine with the intendencia or authority that applied it, as the source publishes it:

  • The authority that applied the fine and its number, unnormalised.
  • The date and reason, with the location if the source reports it.
  • The amount and status current at the source.
  • Which sources answered and which did not, on every lookup.

How to check a plate in Soriano

Manual verification starts at SUCIVE, which unifies tax and fine debts of the nineteen departments, and continues at the Soriano Intendencia portal for the detail of each fine and the defence. That round, repeated for every unit, is what the API replaces: one lookup per plate across the integrated sources, with the result per source.

What to watch if you run a fleet in Soriano

A grain transport fleet descending to Nueva Palmira at harvest piles up Caminera load and speed fines and those of the Soriano and Colonia intendencias on hired trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver.

For a grain depot or a cooperative with its own fleet, the plate lookup before each vehicle-tax instalment prevents a forgotten urban-stretch fine from blocking the payment in the middle of the harvest.

How to integrate

A lookup is a POST with the identifier and, optionally, the jurisdictions to include; the initial response accepts the job and the result arrives by status lookup or webhook, because official sources answer in seconds or minutes. The asynchronous APIs guide explains how to retry without duplicating lookups, and the API page describes the full contract.

Limits and considerations

  • Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
  • Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor handles defences; it delivers information to decide.
