Rivera shares a dry border with Santana do Livramento: one avenue separates the two countries and the duty-free shops attract Brazilian shoppers crossing by car every weekend, while Route 5 joins it with Tacuarembó and Montevideo and Route 27 with Vichadero. Uruguayan and Brazilian plates share the same streets. Urban fines are issued by the Rivera Intendencia and collected through SUCIVE; those on Route 5 outside the city, by the Policía Caminera.

Context and authorities

The framework is Law 18.191 on Traffic and Road Safety, which defines the infractions and expresses fines in adjustable units, and each intendencia applies them in its department through its transit office; on national routes the Policía Caminera acts. Fine debts are collected together with the vehicle tax through SUCIVE, the single system that unified collection across the nineteen departments, and they block the transfer and the renewal of the vehicle booklet.

The Intendencia’s Transit Directorate issues fines in the city, with metered parking in the shopping area and checks at the accesses; a defence is filed with the Intendencia and payment is made through SUCIVE or at its offices. Fines on Brazilian vehicles are collected on the spot, since the plate is not in the Uruguayan registry, and those on Uruguayan vehicles across the line follow Brazil’s rules.

What the API returns for this jurisdiction

In Rivera a plate lookup walks the integrated sources of the Uruguay fines API and returns each fine with the intendencia or authority that applied it, as the source publishes it:

  • Intendencia or authority and fine number exactly as the source publishes them.
  • Date, location when reported and article infringed.
  • Amount in adjustable units and pesos, with the status current at the source.
  • Coverage per source and a partial-result flag when any failed to answer.

How to check a plate in Rivera

To check a plate by hand there are two places: the SUCIVE debt lookup, which shows vehicle tax and fines from any department, and the Rivera Intendencia portal, where defences and debt-free certificates are handled. With ten units that is enough; with a hundred, the API walks the integrated sources by plate and returns the result split by authority.

What to watch if you run a fleet in Rivera

A distribution fleet supplying the duty-free shops from Montevideo on Route 5 piles up Caminera fines and those of several central intendencias on trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver.

For a Rivera company with units crossing daily into Santana do Livramento, the plate lookup before paying the vehicle tax separates Uruguayan debts from Brazilian infractions, which follow another circuit.

How to integrate

Each vehicle is sent in a POST, with the jurisdictions to include if you do not want to query all of them. The response accepts the job and the result is retrieved by status lookup or arrives by webhook once the sources finish answering. The vehicle lookup quality guide explains how to handle a source that did not answer.

Limits and considerations

  • Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
  • Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor handles defences; it delivers information to decide.
