The Ñuble Region is the country’s newest, separated from Biobío in 2018: Chillán and Chillán Viejo are its capital on the concessioned Route 5, San Carlos and Bulnes add agriculture and agro-industry, and the Termas de Chillán attract winter tourism to the mountains. Farm and forestry trucks cross small comunas with their own courts. Each comuna has its local police court, Carabineros issues fines on the routes and the cameras and gantries register by plate in the Civil Registry.

Context and authorities

The framework is Traffic Law 18.290: infractions are classified as very serious, serious, less serious and minor, fines are expressed in monthly tax units and are ruled on by the local police courts of the comuna where they occur; Carabineros issues those on highways. Camera fines and unpaid fines are recorded in the Civil Registry’s Register of Unpaid Traffic Fines, and that entry prevents renewing the circulation permit.

The local police courts of Chillán, Chillán Viejo, San Carlos and Bulnes rule on the fines of their comunas, with parking enforcement in downtown Chillán; the Route 5 concessionaire reports unpaid passes to the court of the gantry’s comuna and Carabineros issues fines on the road to the hot springs in winter. Registered fines block the circulation permit until they are paid.

What the API returns for this jurisdiction

In the Ñuble Region a plate is sent to the Chile fines API, which walks its integrated sources and returns each fine with the authority that recorded it:

  • The authority that recorded the fine and its identifier, unnormalised.
  • The date and reason, with the comuna if the source reports it.
  • The amount and status current at the source.
  • Which sources answered and which did not, on every lookup.

How to check a plate in the Ñuble Region

A plate is checked by hand with the Civil Registry certificate and, for cases with a summons, at the local police court of the comuna. The API does the same round at scale and returns each fine with the authority that recorded it, so verification becomes part of the fleet process rather than a spreadsheet.

What to watch if you run a fleet in the Ñuble Region

An agricultural or forestry fleet crossing Ñuble on Route 5 between Maule and Biobío piles up gantry complaints and Carabineros fines in three regions on trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver.

For a tourist transport company climbing to the hot springs in winter, the plate lookup before renewing the circulation permit prevents a forgotten fine from taking a bus out of service.

How to integrate

The integration starts with one POST per vehicle, with the jurisdiction as an optional filter. Since sources answer at their own pace, the API accepts the job and delivers the result by status or webhook; store the idempotency key before sending, as the asynchronous APIs guide describes. The API page details limits and fields.

Limits and considerations

  • Fines with a summons to the driver are processed at the corresponding local police court and are not always entered in the plate register.
  • Amounts in monthly tax units are converted at the value of the month of payment; the final amount is set by the court.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor files defences; it delivers information to decide.
