Montevideo concentrates half of the country’s population and vehicle fleet: the port, Italia, 8 de Octubre and Agraciada avenues, the rambla and the accesses by routes 1, 5 and 8 move freight, taxis, ride-hailing and service fleets every day. The Intendencia enforces traffic with inspectors and cameras at the main crossings, and fines are collected together with the vehicle tax through SUCIVE; those on national routes outside the department are issued by the Policía Caminera.

Context and authorities

Each intendencia applies Law 18.191 and its own traffic code: fines are set in adjustable units, notified to the plate holder and paid at the intendencia or through SUCIVE, which centralises the collection of vehicle tax and fines for every department. A pending debt shows up when renewing the tax, transferring the vehicle or requesting the debt-free certificate.

The Intendencia’s Mobility Management Centre operates the cameras and the traffic inspectors issue fines on the street; a defence is filed with the Intendencia within the period of the notice and payment is made at its offices or through SUCIVE. Metered-parking and camera fines are notified to the plate holder, and a pending debt shows up when paying the vehicle tax or transferring the vehicle.

What the API returns for this jurisdiction

In Montevideo a plate lookup walks the integrated sources of the Uruguay fines API and returns each fine with the intendencia or authority that applied it, as the source publishes it:

  • Intendencia or authority and fine number exactly as the source publishes them.
  • Date, location when reported and article infringed.
  • Amount in adjustable units and pesos, with the status current at the source.
  • Coverage per source and a partial-result flag when any failed to answer.

How to check a plate in Montevideo

Manual verification starts at SUCIVE, which unifies tax and fine debts of the nineteen departments, and continues at the Montevideo Intendencia portal for the detail of each fine and the defence. That round, repeated for every unit, is what the API replaces: one lookup per plate across the integrated sources, with the result per source.

What to watch if you run a fleet in Montevideo

A delivery or ride-hailing fleet working in Montevideo piles up camera and parking fines on plates that rotate between drivers, and the notice reaches the holder weeks later; looking up each plate at month end, with the result stored per authority, lets you charge the fine to the driver on shift before it is added to the vehicle tax.

For a company paying the vehicle tax of its whole fleet in SUCIVE instalments, a plate lookup before each due date prevents a fine debt from blocking the payment or the transfer of a unit.

How to integrate

The integration starts with one POST per vehicle, with the jurisdiction as an optional filter. Since sources answer at their own pace, the API accepts the job and delivers the result by status or webhook; store the idempotency key before sending, as the asynchronous APIs guide describes. The API page details limits and fields.

Limits and considerations

  • Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
  • Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor handles defences; it delivers information to decide.
