The Los Ríos Region revolves around Valdivia, the city of rivers, with the concessioned Route 5 to the east through La Unión and Paillaco, the port of Corral and the forestry and dairy industry moving trucks on routes with rain most of the year; Panguipulli and the lakes add summer tourism. Each comuna has its local police court, Carabineros issues fines on the routes and the cameras and gantries register by plate in the Civil Registry.

Context and authorities

Each comuna has its local police court, which applies Law 18.290 and sets fines in monthly tax units; discounted payment exists at many courts within the period of the summons. Registered fines, those that identify the vehicle by its plate and not the driver, are entered in the Register of Unpaid Fines and show up when renewing the circulation permit or transferring the vehicle.

The local police courts of Valdivia, La Unión, Río Bueno and Panguipulli rule on the fines of their comunas, with parking enforcement downtown and on the Valdivia riverside; the Route 5 concessionaire reports unpaid passes to the court of the gantry’s comuna. Registered fines block the circulation permit until they are paid.

What the API returns for this jurisdiction

In the Los Ríos Region a plate is sent to the Chile fines API, which walks its integrated sources and returns each fine with the authority that recorded it:

  • The authority that recorded the fine and its identifier, unnormalised.
  • The date and reason, with the comuna if the source reports it.
  • The amount and status current at the source.
  • Which sources answered and which did not, on every lookup.

How to check a plate in the Los Ríos Region

To check a plate by hand, the Civil Registry’s certificate of unpaid traffic fines, requested online with Clave Única, shows the registered fines of any comuna; fines with a summons to the driver are checked at the local police court of the comuna. With ten units that is enough; with a hundred, the API walks the integrated sources by plate and returns the result split by authority.

What to watch if you run a fleet in the Los Ríos Region

A forestry or dairy fleet descending to Route 5 from Valdivia and La Unión piles up gantry complaints and Carabineros fines on trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver while the dispatch note exists.

For a river tourism or bus company based in Valdivia, the plate lookup before renewing the circulation permit prevents a forgotten registered fine from taking a unit out of service in summer.

How to integrate

A lookup is a POST with the identifier and, optionally, the jurisdictions to include; the initial response accepts the job and the result arrives by status lookup or webhook, because official sources answer in seconds or minutes. The asynchronous APIs guide explains how to retry without duplicating lookups, and the API page describes the full contract.

Limits and considerations

  • Fines with a summons to the driver are processed at the corresponding local police court and are not always entered in the plate register.
  • Amounts in monthly tax units are converted at the value of the month of payment; the final amount is set by the court.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor files defences; it delivers information to decide.
