Flores is the smallest department of the interior and a crossroads: Trinidad, the capital, sits where Route 3, running from Montevideo to the northern coast, meets Route 14, which crosses the country from west to east; cattle farming and the Grutas del Palacio are its own life, and almost everything else is through traffic towards Salto, Paysandú or Durazno. Urban fines are issued by the Intendencia and collected through SUCIVE; those on the routes, by the Policía Caminera.

Context and authorities

Each intendencia applies Law 18.191 and its own traffic code: fines are set in adjustable units, notified to the plate holder and paid at the intendencia or through SUCIVE, which centralises the collection of vehicle tax and fines for every department. A pending debt shows up when renewing the tax, transferring the vehicle or requesting the debt-free certificate.

The Intendencia’s Transit Directorate issues fines in Trinidad and Ismael Cortinas, with speed checks on the urban stretch of Route 3; a defence is filed with the Intendencia and payment is made through SUCIVE or at its offices. Most fines in the department are Caminera fines on Routes 3 and 14, and they are also collected through SUCIVE together with the holder’s vehicle tax, wherever they are.

What the API returns for this jurisdiction

In Flores a plate is sent to the Uruguay fines API, which walks its integrated sources and returns each fine with the authority that applied it:

  • The authority that applied the fine and its number, unnormalised.
  • The date and reason, with the location if the source reports it.
  • The amount and status current at the source.
  • Which sources answered and which did not, on every lookup.

How to check a plate in Flores

Manual verification starts at SUCIVE, which unifies tax and fine debts of the nineteen departments, and continues at the Flores Intendencia portal for the detail of each fine and the defence. That round, repeated for every unit, is what the API replaces: one lookup per plate across the integrated sources, with the result per source.

What to watch if you run a fleet in Flores

A fleet climbing to the northern coast on Route 3 crosses Flores on every trip and piles up Caminera and Intendencia fines on trucks registered in Montevideo or Salto; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver before they show up next to the vehicle tax.

For a Flores cattle company, the plate lookup before each vehicle-tax instalment prevents a forgotten Route 14 fine from blocking the payment.

How to integrate

The integration starts with one POST per vehicle, with the jurisdiction as an optional filter. Since sources answer at their own pace, the API accepts the job and delivers the result by status or webhook; store the idempotency key before sending, as the asynchronous APIs guide describes. The API page details limits and fields.

Limits and considerations

  • Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
  • Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
  • A source that does not answer is reported as such, never as an absence of fines.
  • The API neither pays fines nor handles defences; it delivers information to decide.
