Jurisdiction

Salto Department · Uruguay

Salto is the largest city of the northern coast: Route 3 joins it with Paysandú and Montevideo, Route 31 with Tacuarembó, and the bridge over the Salto Grande dam connects it with Concordia, on the Argentine side, through which thousands of cars with Argentine plates enter every weekend towards the Daymán and Arapey hot springs. Citrus and rice trucks cross the department all year. Urban fines are issued by the Intendencia and collected through SUCIVE; those on Routes 3 and 31 outside the cities, by the Policía Caminera.

## Context and authorities

Each intendencia applies [Law 18.191](https://www.impo.com.uy/bases/leyes/18191-2007) and its own traffic code: fines are set in adjustable units, notified to the plate holder and paid at the intendencia or through [SUCIVE](https://www.sucive.gub.uy/), which centralises the collection of vehicle tax and fines for every department. A pending debt shows up when renewing the tax, transferring the vehicle or requesting the debt-free certificate.

The Salto Intendencia’s Transit Directorate issues fines in the city and at the hot-spring resorts, with speed and parking checks in season; a defence is filed with the Intendencia within the period of the notice and payment is made through SUCIVE or at its offices. Fines on Argentine vehicles are collected on the spot or remain recorded against the plate for the next crossing.

## What the API returns for this jurisdiction

In Salto a plate is sent to the [Uruguay fines API](https://apinitro.com/en/apis/traffic-fines-uruguay/), which walks its integrated sources and returns each fine with the authority that applied it:

- Intendencia or authority and fine number exactly as the source publishes them.
- Date, location when reported and article infringed.
- Amount in adjustable units and pesos, with the status current at the source.
- Coverage per source and a partial-result flag when any failed to answer.

The response reports which sources were queried and which answered; for Salto, the official channel for debts is SUCIVE and the intendencia portal, described below, and a result with no fines in the integrated sources does not rule out debts recorded there.

## How to check a plate in Salto

A plate is checked by hand at [SUCIVE](https://www.sucive.gub.uy/) and, for the detail and the defence, at the [Salto Intendencia portal](https://www.salto.gub.uy/). The API does the same round at scale and returns each fine with the authority that applied it, so verification becomes part of the fleet process rather than a spreadsheet.

## What to watch if you run a fleet in Salto

A fruit transport fleet descending Route 3 towards the port piles up Caminera fines and those of three coastal intendencias on trucks rotating between drivers; looking up each plate at month end, with the result stored per authority, lets you assign them to the trip’s driver while the delivery note exists.

For a tourist transport company working the hot springs with Argentine customers, the plate lookup before paying the vehicle tax prevents a forgotten fine from blocking the procedure.

## How to integrate

A lookup is a POST with the identifier and, optionally, the jurisdictions to include; the initial response accepts the job and the result arrives by status lookup or webhook, because official sources answer in seconds or minutes. The [asynchronous APIs](https://apinitro.com/en/articles/asynchronous-api-retries-without-duplicate-work/) guide explains how to retry without duplicating lookups, and the [API page](https://apinitro.com/en/apis/traffic-fines-uruguay/) describes the full contract.

JSONIllustrative example, not a contract.

```json
{
  "plate": "SBC1234",
  "jurisdictions": [
    "UY-SA"
  ]
}
```

## Limits and considerations

- Fines from the Policía Caminera on national routes are processed by the Ministry of the Interior and are also collected through SUCIVE.
- Amounts in adjustable units are converted at the current value; the final amount is set by the intendencia at the time of payment.
- A source that does not answer is reported as such, never as an absence of fines.
- The API neither pays fines nor handles defences; it delivers information to decide.
