# Traffic fines in Rosario: what the API returns and what the data shows

Which fines Rosario issues downtown and on the boulevards, what our data from the last year shows and how an urban fleet queries the municipal court and the provincial source by plate.

Jurisdiction

Rosario (Santa Fe) · [Santa Fe](https://apinitro.com/en/articles/traffic-fines-santa-fe/) · Argentina

Rosario is the largest city in Santa Fe and the country’s agro-export hub: downtown and the Oroño and Pellegrini boulevards concentrate urban traffic and metered parking, while the ring road and the access routes, with provincial checks, move the trucks heading to the Greater Rosario ports. Municipal fines are issued by the city; provincial ones coexist on the same plates.

## Context and authority

Amounts and deadlines follow the [National Traffic Law 24.449](https://www.argentina.gob.ar/normativa/nacional/ley-24449-818/texto) and Santa Fe’s adhesion: fixed units, a two-year limitation for minor offences and five for serious ones, a defence before the authority that issued the fine. This article covers municipal fines; the provincial circuit is in the [Santa Fe article](https://apinitro.com/en/articles/traffic-fines-santa-fe/).

The Municipal Misdemeanour Court rules on the city’s fines: metered and prohibited parking downtown and on the boulevards, exclusive public-transport lanes, and speeding and red lights on the avenues with cameras. A defence is filed with the court within the period set by the notice; fines on the ring road and the routes belong to the provincial road-safety agency.

## What the API returns for this jurisdiction

In Rosario the API queries the Rosario Municipal Misdemeanour Court and, in the same lookup, the other integrated sources of Santa Fe; it returns each fine with the authority that issued it:

- The authority that issued the fine and its number, unnormalised.
- The date and description of the infraction, with the location if the court reports it.
- The amount and status current at the source, with the payment conditions it publishes.
- The link to the payment slip when the authority offers one.
- Which sources answered and which did not, to tell a complete result from a partial one.

A result with no fines at the municipal court does not rule out provincial fines on the same plate; the response reports which sources were queried and which answered.

Sample: 1.000–5.000 fine records, 50.000+ lookups · [See the data methodology](https://apinitro.com/en/data-methodology/)

Neither lookups with a fine nor voluntary payment for Rosario reached the publication floor of the [data methodology](https://apinitro.com/en/data-methodology/); the sample of fines observed is between one and five thousand, the largest among the cities we publish. Almost three out of four municipal fines are for parking; the rest is split among lanes, speeding and other categories, each with a small share.

The median amount band is ARS 50,000 – ARS 100,000, among the lowest we publish, consistent with parking rather than speeding fines; the median age of open fines is 210 days. The [Santa Fe article](https://apinitro.com/en/articles/traffic-fines-santa-fe/) shows the contrast with the provincial route fines.

## Case study: fleets that look up plates in Rosario

Proprietary data**Fleet cohort**September 1, 2025 – August 31, 2026

Fleet accounts in the sample

50

Distinct plates looked up by fleets

2,040

Sample: 1.000–5.000 fine records, 50.000+ lookups · [See the data methodology](https://apinitro.com/en/data-methodology/)

The fleet cohort, 50 accounts with twenty or more plates and 2,040 plates in total, had fewer than fifty lookups with a Rosario fine, the floor the [data methodology](https://apinitro.com/en/data-methodology/) requires to publish a share; the figure exists, but it is not published below that threshold.

For a delivery or service fleet working in downtown Rosario, the fines are for parking: cheap, frequent and easy to assign if each plate is looked up at month end with the result stored. The same lookup returns separately the provincial fines from the ring road, which are the expensive ones.

## How to integrate

The integration starts with one POST per plate, with the jurisdiction as an optional filter. Since courts answer at their own pace, the API accepts the job and delivers the result by status or webhook; store the idempotency key before sending, as the [asynchronous APIs](https://apinitro.com/en/articles/asynchronous-api-retries-without-duplicate-work/) guide describes. The [API page](https://apinitro.com/en/apis/traffic-fines-argentina/) details access.

JSONIllustrative example, not a contract.

```json
{
  "plate": "ABC123",
  "jurisdictions": [
    "AR-S-rosario"
  ]
}
```

The result arrives split by authority: a municipal court with no fines says nothing about the provincial source or the neighbouring municipalities, and the partial-result flag shows whether any source failed to answer.

## Limits and considerations

- Fines on the ring road and the routes are provincial, not municipal; the response names the authority of each.
- Fixed-unit amounts are converted at the value current at the source; the final amount is set by the authority at the time of payment.
- Proprietary data comes from user lookups, not from a registry: the share of fines is skewed towards suspect plates.
- A source that does not answer is reported as such, never as an absence of infractions.
- The API neither pays fines nor handles defences; it delivers information to decide.
