Jurisdiction

State of Rio Grande do Sul · Brazil

Rio Grande do Sul is the deep-south state: Porto Alegre and its metropolitan region with Canoas and Novo Hamburgo, the BR-290 freeway to the coast, BR-116 to Pelotas and the Jaguarão border, Caxias do Sul and the highlands, the port of Rio Grande and the crossings with Uruguay and Argentina at Santana do Livramento, Chuí and Uruguaiana. Infractions are applied by DETRAN-RS in the registry, by EPTC and the municipal bodies in the cities, by the military police on state roads and by the Federal Highway Police on federal ones.

## Context and authorities

Under the [Brazilian Traffic Code](https://www.planalto.gov.br/ccivil_03/leis/l9503compilado.htm) fines have a fixed value per seriousness, add points to the licence and are paid with a discount by joining the electronic notification system; a vehicle with overdue fines gets neither the annual licensing nor the transfer. The state DETRAN concentrates those from state roads and the registry, municipalities apply those from their streets and the Federal Highway Police those from federal highways, integrated by [SENATRAN](https://www.gov.br/transportes/pt-br/assuntos/transito/senatran).

DETRAN-RS records each infraction against the plate and the RENAVAM, notifies the owner and receives the prior defence and the appeals; EPTC enforces Porto Alegre with cameras and agents, and Caxias do Sul, Pelotas and Santa Maria have their own municipal bodies. The concessionaires of the freeway and BR-116 and the Federal Highway Police act on federal highways; with an overdue fine the annual licensing is not issued, and infractions on Uruguayan and Argentine vehicles are collected on the spot.

## What the API returns for this jurisdiction

In Rio Grande do Sul a plate, with the RENAVAM when the source requires it, is sent to the [Brazil fines API](https://apinitro.com/en/apis/traffic-fines-brazil/), which walks its integrated sources and returns each infraction with the body that recorded it:

- Issuing body and infraction notice number exactly as the source publishes them.
- Date, location and infraction code under the traffic code.
- Value, status (citation, penalty, paid) and points when the source reports them.
- Coverage per source and a partial-result flag when any failed to answer.

The response reports which sources were queried and which answered; for Rio Grande do Sul, the official channel is the DETRAN portal described below, and a result with no infractions in the integrated sources does not rule out records there or at the Federal Highway Police.

## How to check a plate in Rio Grande do Sul

To check a plate by hand, the [DETRAN-RS portal](https://www.detran.rs.gov.br/) shows the infractions and the licensing status with the plate and the RENAVAM, and the Carteira Digital de Trânsito app, coordinated by [SENATRAN](https://www.gov.br/transportes/pt-br/assuntos/transito/senatran), concentrates the notices of every body. With ten units that is enough; with a hundred, the API walks the integrated sources by plate and returns the result split by body.

## What to watch if you run a fleet in Rio Grande do Sul

A carrier crossing into Uruguay or Argentina through the southern borders piles up PRF infractions on BR-116 and BR-290 and EPTC ones in the capital on trucks without a fixed driver; looking up each plate at month end, with the result stored per body, lets you name the driver within the period and separate Brazilian infractions from those of the neighbouring countries.

For a highlands fleet descending to the port of Rio Grande at harvest, the plate lookup before licensing finds the concessionaire camera infractions that would block the procedure for the whole batch.

## How to integrate

Each vehicle is sent in a POST, with the jurisdictions to include if you do not want to query all of them. The response accepts the job and the result is retrieved by status lookup or arrives by webhook once the sources finish answering. The [vehicle lookup quality](https://apinitro.com/en/articles/vehicle-data-quality/) guide explains how to handle a source that did not answer.

JSONIllustrative example, not a contract.

```json
{
  "plate": "ABC1D23",
  "jurisdictions": [
    "BR-RS"
  ]
}
```

## Limits and considerations

- Infractions on federal highways are recorded by the Federal Highway Police and are checked in the national channels, not at the state DETRAN.
- Values are those of the traffic code current at the time of payment, with the applicable discount or surcharge; the final amount is set by the body.
- A source that does not answer is reported as such, never as an absence of infractions.
- The API neither pays fines nor files defences; it delivers information to decide.
