Jurisdiction

State of Quintana Roo · Mexico

Quintana Roo is the tourism state: Cancún, Playa del Carmen and Tulum along Highway 307, Chetumal as capital on the border with Belize and a vehicle fleet where rental cars and tour vans far outnumber those of residents. Urban infractions are issued by the municipal transit offices of Benito Juárez, Solidaridad and Tulum, and those on Highway 307 and the state roads by the state police; debts are collected with the state renewal.

## Context and authorities

As in the rest of the country, traffic fines are administrative sanctions set in UMA by the state regulation, with a discount for timely payment in many entities and surcharges once overdue; pending debts block vehicle procedures. For local procedures and rules, the starting point is the [Quintana Roo Government portal](https://qroo.gob.mx/).

Each tourist municipality has its own transit office, regulation and treasury, and infractions on rental cars are notified to the owning company, not to the tourist; the state police covers Highway 307 outside the urban zones and the National Guard federal 180 and 186. The state finance secretariat adds debts to the annual renewal and to the plate cancellation, the procedure rent-a-cars use to renew their fleet every season.

## What the API returns for this entity

In Quintana Roo a plate is sent to the [Mexico fines API](https://apinitro.com/en/apis/traffic-fines-mexico/), which walks its integrated sources and returns each infraction with the authority that recorded it:

- The authority that recorded the infraction and its folio, unnormalised.
- The date and reason, with the location if the source reports it.
- The amount and status current at the source, with the discounts it publishes.
- The payment reference when the authority offers one.
- Which sources answered and which did not, to tell a complete result from a partial one.

The response reports which sources were queried and which answered; for Quintana Roo, the official channel for vehicle debts is the state portal described below, and a result with no infractions in the integrated sources does not rule out debts recorded there.

## How to check a plate in Quintana Roo

Manual verification starts at the [Quintana Roo Government portal](https://qroo.gob.mx/) and is completed with the citizen lookup of the [REPUVE](https://www.gob.mx/sesnsp), which confirms plate, serial number and theft report. That round, repeated for every unit, is what the API replaces: one lookup per plate across the integrated sources, with the result per source so you know what was verified.

## What to watch if you run a fleet in Quintana Roo

For a rent-a-car in Cancún or Playa del Carmen, the municipal infraction of a tourist who has already flown home becomes the company’s own cost if nobody saw it at the return; the plate lookup when closing each rental, with the result stored next to the contract, charges it to the customer while the guarantee card is still valid.

A tour fleet running Highway 307 between Cancún, Tulum and Chetumal piles up state and municipal infractions from three municipalities on vans rotating between drivers; the monthly plate lookup, stored per authority, assigns each infraction to the driver of the route.

## How to integrate

A lookup is a POST with the plate and, optionally, the entities to include; the initial response accepts the job and the result arrives by status lookup or webhook, because official sources answer in seconds or minutes. The [asynchronous APIs](https://apinitro.com/en/articles/asynchronous-api-retries-without-duplicate-work/) guide explains how to retry without duplicating work and the [API page](https://apinitro.com/en/apis/traffic-fines-mexico/) details access.

JSONIllustrative example, not a contract.

```json
{
  "plate": "ABC123A",
  "jurisdictions": [
    "MX-ROO"
  ]
}
```

## Limits and considerations

- Infractions on federal highways are issued by the National Guard and paid separately from state debts.
- UMA amounts are updated every year; the final amount is set by the authority at the time of payment.
- A source that does not answer is reported as such, never as an absence of infractions.
- The API neither pays fines nor handles clarifications; it delivers information to decide.
