Jurisdiction

State of Puebla · Mexico

Puebla combines the country’s fourth metropolitan area with the industrial and logistics corridor between Mexico City and Veracruz: the Mexico–Puebla motorway, the Periférico Ecológico and the capital’s avenues move automotive-industry fleets, cargo transport and deliveries, while the interior of the state is travelled on federal and state highways with state police checks. The state regulation and the municipal ones coexist on the same plates.

## Context and authorities

Infractions are sanctioned under the state traffic regulation, with amounts set in Unidades de Medida y Actualización (UMA) and updated every year; unpaid ones accumulate as vehicle debts and block procedures such as plate renewal, change of ownership or verification. The [Puebla city council portal](https://pueblacapital.gob.mx/) publishes official information.

The state’s Secretaría de Seguridad Pública issues infractions on highways and state roads, and the Puebla city council and the other municipalities issue theirs on their streets; vehicle debts are collected together with state vehicle control. Clarifications are filed with the authority that recorded the infraction, within the period set by the notice.

## What the API returns for this entity

A plate lookup in Puebla walks Puebla’s state plate lookup for infractions and returns each infraction with the authority that recorded it:

- The authority that recorded the infraction and its folio, unnormalised.
- The date and reason, with the location if the source reports it.
- The amount and status current at the source, with the discounts it publishes.
- The payment reference when the authority offers one.
- Which sources answered and which did not, to tell a complete result from a partial one.

The response splits the result by source and the partial-result flag shows whether any failed to answer: read it per authority, not as a national total.

## How to check a plate in Puebla

A plate is checked by hand at the [Puebla city council portal](https://pueblacapital.gob.mx/) and, for the vehicle’s identity, at the [REPUVE](https://www.gob.mx/sesnsp). The API does the same round at scale and returns each infraction with the authority that recorded it, so verification becomes part of the fleet process rather than a spreadsheet.

## What to watch if you run a fleet in Puebla

An automotive or auto-parts fleet travelling between the capital, San Martín Texmelucan and the corridor to Veracruz crosses state and municipal checks on every trip; looking up each plate at month end, with the per-source result stored, assigns each infraction to the driver and covers clarifications in time.

For an urban delivery company in Puebla city, municipal parking and road infractions pile up on rotating plates; a monthly plate lookup avoids discovering them all at once at plate renewal or verification.

## How to integrate

Each plate is sent in a POST, with the entities to include if you do not want to query all of them. The response accepts the job and the result is retrieved by status lookup or arrives by webhook once the sources finish answering. The [vehicle lookup quality](https://apinitro.com/en/articles/vehicle-data-quality/) guide explains how to handle partial results and the [API page](https://apinitro.com/en/apis/traffic-fines-mexico/) details access.

JSONIllustrative example, not a contract.

```json
{
  "plate": "ABC123A",
  "jurisdictions": [
    "MX-PUE"
  ]
}
```

## Limits and considerations

- Infractions on the Mexico–Puebla motorway and on federal highways belong to the federal authority, not the state or municipal ones; the response names the authority of each.
- UMA amounts are updated every year; the final amount is set by the authority at the time of payment.
- A source that does not answer is reported as such, never as an absence of infractions.
- The API neither pays fines nor handles clarifications; it delivers information to decide.
