# Traffic fines in the Metropolitan Region: local courts, Civil Registry and API lookups

Jurisdiction

Santiago Metropolitan Region · Chile

The Metropolitan Region concentrates Santiago and its comunas, from the centre to Maipú, Puente Alto and Las Condes, and most of the country’s vehicle fleet; Costanera Norte, Vespucio and Autopista Central are concessioned and charge by gantry with a TAG, and Routes 5 and 68 join it with the rest of Chile. Each comuna has its local police court and inspectors, Carabineros issues fines on the trunk roads, and the cameras and gantries generate complaints that are entered by plate in the Civil Registry.

## Context and authorities

The framework is [Traffic Law 18.290](https://www.bcn.cl/leychile/navegar?idNorma=29708): infractions are classified as very serious, serious, less serious and minor, fines are expressed in monthly tax units and are ruled on by the local police courts of the comuna where they occur; Carabineros issues those on highways. Camera fines and unpaid fines are recorded in the Civil Registry’s [Register of Unpaid Traffic Fines](https://www.registrocivil.cl/principal/servicios-en-linea/multas-de-transito-no-pagadas), and that entry prevents renewing the [circulation permit](https://www.chileatiende.gob.cl/fichas/9611).

Each comuna’s fines are ruled on by its local police court, with discounted payment at many of them within the period of the summons; the concessioned motorways report passes without a TAG to the court of the gantry’s comuna, and those complaints, together with camera ones, are registered by plate. The circulation permit is renewed at the municipality and is not issued with pending registered fines.

## What the API returns for this jurisdiction

In the Metropolitan Region a plate lookup walks the integrated sources of the [Chile fines API](https://apinitro.com/en/apis/traffic-fines-chile/) and returns each fine with the court or authority that recorded it, as the source publishes it:

- Court or authority and case number or fine number exactly as the source publishes them.
- Date, comuna and article infringed when the source reports it.
- Amount in tax units and pesos, with the current status.
- Coverage per source and a partial-result flag when any failed to answer.

The response reports which sources were queried and which answered; for the Metropolitan Region, the official channel is the Civil Registry’s unpaid-fines certificate described below, and a result with no fines in the integrated sources does not rule out entries recorded there.

## How to check a plate in the Metropolitan Region

To check a plate by hand, the Civil Registry’s [certificate of unpaid traffic fines](https://www.chileatiende.gob.cl/fichas/3439-certificado-de-multas-de-transito-no-pagadas), requested online with Clave Única, shows the registered fines of any comuna; fines with a summons to the driver are checked at the local police court of the comuna. With ten units that is enough; with a hundred, the API walks the integrated sources by plate and returns the result split by authority.

## What to watch if you run a fleet in the Metropolitan Region

A delivery or ride-hailing fleet crossing ten comunas a day piles up camera, gantry and inspector complaints at different courts on plates that rotate between drivers; looking up each plate at month end, with the result stored per authority, lets you charge the fine to the driver on shift before it is entered in the Civil Registry.

For a company renewing the circulation permit of its whole fleet in March, a plate lookup in February finds the registered fines that would block the procedure and leaves time to pay or contest them.

## How to integrate

Each vehicle is sent in a POST, with the jurisdictions to include if you do not want to query all of them. The response accepts the job and the result is retrieved by status lookup or arrives by webhook once the sources finish answering. The [vehicle lookup quality](https://apinitro.com/en/articles/vehicle-data-quality/) guide explains how to handle a source that did not answer.

JSONIllustrative example, not a contract.

```json
{
  "plate": "BBBB10",
  "jurisdictions": [
    "CL-RM"
  ]
}
```

## Limits and considerations

- Fines with a summons to the driver are processed at the corresponding local police court and are not always entered in the plate register.
- Amounts in monthly tax units are converted at the value of the month of payment; the final amount is set by the court.
- A source that does not answer is reported as such, never as an absence of fines.
- The API neither pays fines nor files defences; it delivers information to decide.
