# Traffic fines in Chihuahua: authorities, deadlines and API lookups

How infractions work in Chihuahua, from the Juárez and capital regulations to the state plate revalidation, and how a maquiladora fleet queries them by plate with the API.

Chihuahua is the country’s largest state and one of its busiest borders: Ciudad Juárez, with its maquiladoras and the crossings to El Paso, and the capital, with its industry and trade, are linked by federal highway 45, while highway 16 descends towards the sierra and Sonora. Juárez and Chihuahua apply their traffic regulations on their streets; the state runs plates, the annual revalidation and vehicle debts.

## Context and authorities

As in the rest of the country, traffic fines are administrative sanctions set in UMA by the state regulation, with a discount for timely payment in many entities and surcharges once overdue; pending debts block vehicle procedures. For local procedures and rules, the starting point is the [Municipality of Chihuahua portal](https://www.municipiochihuahua.gob.mx/).

The municipal traffic offices of Juárez and Chihuahua issue and collect their infractions; the Comisión Estatal de Seguridad issues them on state highways, and the state’s Secretaría de Hacienda collects vehicle debts together with plate revalidation. Clarifications are filed with the authority that recorded the infraction, within the period set by the notice.

## What the API returns for this entity

In Chihuahua the API queries Chihuahua’s state plate lookup for infractions and returns each infraction with the authority that recorded it:

-   The authority that recorded the infraction and its folio, unnormalised.
-   The date and reason, with the location if the source reports it.
-   The amount and status current at the source, with the discounts it publishes.
-   The payment reference when the authority offers one.
-   Which sources answered and which did not, to tell a complete result from a partial one.

A result with no infractions from the Chihuahua source does not rule out debts in another entity or on federal roads; the response reports which sources were queried and which answered.

## How to check a plate in Chihuahua

A plate is checked by hand at the [Municipality of Chihuahua portal](https://www.municipiochihuahua.gob.mx/) and, for the vehicle’s identity, at the [REPUVE](https://www.gob.mx/sesnsp). The API does the same round at scale and returns each infraction with the authority that recorded it, so verification becomes part of the fleet process rather than a spreadsheet.

## What to watch if you run a fleet in Chihuahua

A maquiladora fleet in Juárez that crosses the border and covers the city all day accumulates municipal infractions on plates that rotate among operators; looking up each plate at month end, with the per-source result stored, assigns each infraction to the driver and avoids discovering them at revalidation.

For a transport company linking Juárez with the capital along highway 45, highway infractions are state or federal and urban ones municipal; reading the result per source avoids mixing two circuits with different deadlines.

## How to integrate

A lookup is a POST with the plate and, optionally, the entities to include; the initial response accepts the job and the result arrives by status lookup or webhook, because official sources answer in seconds or minutes. ## Limits and considerations

-   Infractions on federal highways 45 and 16 belong to the federal authority; the response names the authority of each.
-   UMA amounts are updated every year; the final amount is set by the authority at the time of payment.
-   A source that does not answer is reported as such, never as an absence of infractions.
-   The API neither pays fines nor handles clarifications; it delivers information to decide.
